Quorum Court to discuss Organizational and Budget Ordinances January 21st

The Saline County Quorum Court will meet on Tuesday, January 21, 2025 at 6:30 P.M. in Courtroom #3. Topics of discussion will be the organization and the budget. The current agenda is below, as well as minutes from the previous meeting.

Doors will open at 6:00 P.M. Patrons may enter the Courthouse via the Main Street Entrance and/or Market St. Entrance which is ADA accessible.

MINUTES – DEC 16, 2024

The Saline County Quorum Court met on Monday, December 19, 2024 at 6:30 p.m. in

Couttroom #3 at the Saline County Couthouse. County Judge Matt Brumley called the meeting to

order. Justice of the Peace Jim Whitley gave the invocation and Justice of the Peace George Wyrick

led the Pledge of Allegiance.

Roll call was taken with 12 members present. JP District 2 is vacant,

Motion by Rick Bellinger and seconded by Pat Bisbee to approve the Minutes from the

November 18, 2024 Quorum Court Meeting. Motion passed unanimously by voice vote.

REPPORTS/PROCLAMATIONS:

Judge Brumley presented a plaque to George Wyrick and Keith Keck thanking them for

their service. He presented Barbara Howell with a plaque and proclamation thanking her for 20

yeats of service. Lastly, he presented a plaque to Wilson Hatcher in memory of his father, Everett Hatcher, recognizing him for his years of service.

NEW BUSINESS:

Motion by Casiton Billingsley and seconded by Jim Whitley to suspend the rules and read

title only of Exhibit “A”. Motion passed unanimously.

Exhibit “A”: Motion by Rick Bellinger and seconded by o J. Engel to approve

Approptiation Ordinance to amend the 2024 Saline County Budget Ordinance No, 2023-30. Roll

call vote; motion passed unanimously. Ordinance 2024-33,

Motion by Barbara Howell and seconded by Rick Bellinger to suspend the rules and read

title only of Exhibit “B”. Motion passed unanimously

Exhibit “: Motion Jim Whitley and seconded by Barbara Howellto approve Ordinance

approving 2024 Millage Rates in Saline County. Roll call vote; motion passed unanimously,

Ordinance 2024-34.

Motion by Barbara Howell and seconded by Justin Rue to suspend the rules and read title

only of Exhibit “C”. Motion passed unanimously

Exhibit “C: Motion by Rick Bellinger and seconded by Pat Bisbee to approve Ordinance

approving 2025 Saline County Annual Budget (Exhibit C-1). Roll call vote; motion passed

unanimously. Ordinance 2024-35.

Motion by Barbara Howell and seconded by George Wyrick to suspend the rules and read

title only of Exhibit “D”. Motion passed unanimously

Exhibit D”: Motion by Carlton Bilingsley and seconded by Barbara Howelto approve Ordinance obligating remaining ARPA Funds for Jail Expansion Project and approving Agreement for use of said funds (Exhibit D-1). Roll call vote; motion passed unanimously. Ordinance 2024-36.

Josh Curtis reminded the Quorum Court members that new photos will be taken at the January mecting,

Judge Brumley thanked cveryone for a great year.
