The Saline County Quorum Court will meet on Monday, Aug. 17, 2026, to vote on several key community issues, including the second reading of a comprehensive animal control ordinance and a resolution for new trail funding. The public meeting is scheduled for 6 p.m. inside Courtroom #3 at the Saline County Courthouse. Read more below.
Doors to the courthouse will open to the public at 5:45 p.m. Attendees requiring ADA accessibility are advised to use the Market Street entrance. The agenda notes that public comments will be permitted for each individual item as the court works through its schedule.
A major item on Monday’s agenda is the second reading of an ordinance regulating animal control within the unincorporated boundaries of Saline County, excluding Hot Springs Village. The proposed legislation seeks to repeal and replace previous ordinances to better address issues with large, vicious, and at-large dogs.
The ordinance outlines strict requirements for rabies vaccinations and proper identification, details penalties for abandoning animals, and adopts the Dunbar Dog Bite Scale to objectively assess vicious dog incidents.
The court will also consider an emergency ordinance related to local water rescue response services. The measure updates how boating safety and enforcement funds are handled, authorizing the Saline County Sheriff’s Office to establish agreements to reimburse local volunteer fire departments for the purchase and maintenance of water rescue equipment.
On the infrastructure front, justices will review a resolution expressing the county’s willingness to utilize Climate Pollution Reduction Grant (CPRG) Green Networks Program funds. Administered by Metroplan, the grant would support the design, planning, and construction of a trailhead providing access to the Southwest Trail and the Old River Bridge. The county would be required to commit a 20 percent local match for the project.
Other business on the agenda includes several budget amendments. The court will vote on appropriating a $6,086.29 Court Security Grant for security equipment upgrades, dispersing professional development recognition payments for qualifying Assessor’s Office personnel, and reallocating funds from fleet vehicle sales and insurance proceeds. Action items also feature requests to approve bilingual pay for a Juvenile Probation Officer and a budgeted pay increase for an experienced 911 Emergency Communications Dispatcher.
