Exhibit A: Appropriation Ordinance to appropriate FY 2025 Court Security Grant Funds. The County has been awarded a Court Security Grant for the 2025 year for the upgrades and additions of security equipment in the amount of $18,888.89.
Exhibit В: Emergency Ordinance to establish a special revenue Passport Acceptance Facility Fund.
Exhibit C: Emergency Ordinance to establish a fund as a sub-fund of County General
Exhibit D: Appropriation ordinance to amend the 2025 Saline County Budget Ordinance No. 2024-35
Action Item: Request for the Collector to increase the pay for a full-time employee by an additional $1.00 per hour for bilingual pay. No budget appropriation is needed, effective July 22, 2025.

SALINE COUNTY QUORUM COURT MINUTES – JUNE 16, 2025
The Saline County Quorum Court met on Monday, June 16, 2025 at 6:00 p.m. in Courtroom #3 at the Saline County Courthouse. County Judge Matt Brumley called the meeting to order at 6:05. Justice of the Peace Jim Whitley gave the invocation and Justice of the Peace Keith Kellum led the Pledge of Allegiance.
Roll call taken with 12 members present. Rick Bellinger was not in attendance.
Motion by Carlton Billingsley and seconded by Pat Bisbee to approve the Minutes from the May 19, 2025 Quorum Court Meeting. Motion passed unanimously by voice vote.
REPORTS/PROCLAMATIONS:
Keith Kellum announced that the flag subcommittee would have its first meeting on June 25
at 6:00 at the Historical Society.
NEW BUSINESS:
Exhibit “A”: Motion by Pat Bisbee and seconded by Carlton Billingsley to approve Appointment of Chad Davis to the Saline County Waterworks & Sanitary Public Facilities Board (Woodland Hills). Term will expire on February 1, 2027. Motion passed unanimously by voice vote.
Exhibit “B”: Motion by Jim Whitley and seconded by Carlton Billingsley to approve Resolution to Recognize the Arkansas 250 Commission. Motion passed unanimously by voice vote. Resolution 2025-4.
Exhibit “C”: Motion by Carlton Billingsley and seconded by Pat Bisbee to approve Resolution Authorizing the grant application process for the Arkansas Community Assistance Grant Program. Motion passed unanimously by voice vote. Resolution 2025-5.
Action Item: Motion by Josh Curtis and seconded by Jim Whitley to approve request to change the Lead Specialist line to a Specialist II which will result in a savings for County General because the line was budgeted at $43,746 and now will pay $35,290 for a new hire. Motion approved unanimously by voice vote.
Action Item: Motion by Carlton Billingsley and seconded by Karen Crowson to approve request to pay a rehired employee up to the budgeted amount for the job the employee held prior to the employee’s departure on March 5, 2025; the position is budgeted at $39,066. Motion approved unanimously by voice vote.
ANNOUNCEMENTS:
Judge Brumley announced that there will be a town hall meeting one week from tonight at 6:00 p.m. at the Butler Auditorium to discuss animal control within the county.
He also announced that there will be a Ribbon Cutting Ceremony for the Old River Bridge on June 24 at 10:00 a.m. Jim Whitley recognized all those that have put in the hard work to restore the bridge.
