The Saline County Quorum Court will meet on Monday, December 15, 2025 to discuss a vacancy for Justice of the Peace in District 5. Justin Rue has held that seat for 3 years, but resigned during the November meeting, due to moving his residence outside of the district. Read all the details below.
The meeting will begin at 6:00 P.M. in Courtroom #3. Doors will open at 5:45 P.M. You may enter the Courthouse via the Main Street Entrance and/or Market St. Entrance. Note the Market St. Entrance is ADA accessible.

MINUTES
NOVEMBER 17, 2025
The Saline County Quorum Court met on Monday, November 17, 2025 at 6:00 p.m. in
Courtroom #3 at the Saline County Courthouse. County Judge Matt Brumley called the meeting to
order. Justice of the Peace Jim Whitley gave the invocation and Justice of the Peace Rick Bellinger
led the Pledge of Allegiance.
Roll call taken with 12 members present. Justin Rue attended, but submitted a Letter of
Resignation to the Quorum Court.
Motion by Rick Bellinger and seconded by Carlton Billingsley to approve the Minutes from
the November 17, 2025 Quorum Court Meeting. Motion passed unanimously by voice vote.
REPORTS:
Judge Brumley informed the Quorum Court of Justin Rue’s resignation effective
immediately. Motion by Josh Curtis and seconded by Pat Bisbee to suspend the rules and allow Mr.
Rue to address the Quorum Court. Motion passed unanimously by voice vote.
NEW BUSINESS:
Exhibit “A”: Motion by Rick Bellinger and seconded by Karen Crowson to approve
appointment of Steven Dawson to the Saline County Arkansas Waterworks & Sanitary Sewer Public
Facilities Board (Woodland Hills). Motion passed unanimously by voice vote.
Exhibit “B”: Motion by Josh Curtis and seconded by Jim Whitley to suspend rules and read
by title only. Motion passed unanimously by voice vote. Motion by Josh Curtis and seconded by CJ
Engle to approve Ordinance amending the 2025 Saline County Budget Ordinance Number 2024-35.
Roll call vote; motion passed unanimously. Ordinance 2025-18.
DISCUSSION:
Angie Drummond passed out Budget binders and gave a brief overview of information.
Motion by Jim Whitley and seconded by CJ Engel to accept the increased health insurance costs of
$554,967.60 to the budget to ensure premiums stay the same for employees. Motion passed
unanimously by voice vote.
ANNOUNCEMENTS:
Bailiff Bud Fleming reported they collected 70 pounds of prescription medications at the
drive-through prescription disposal at the courthouse on October 25, 2025.
Karen Crowson reported that Hot Springs Village held a Veteran’s Day celebration with
many in attendance.
Rick Bellinger said there would be a clean-up at the Saline River on November 28, 2025.
