Benton City Council will consider several matters for a vote on Monday night, February 23, 2026, including a connector trail at Ralph Bunche, properties switching to multi-family, a $17,000 historic grant, software purchase for the City Prosecutor, surplus property, new water pumps and a UV system upgrade, and a business appealing their sign denial.

AGENDA ITEMS:
- Resolution 11,
awarding a contract for the Ralph Bunche Connector Trail to the lowest responsive and responsible bidder and authorize the mayor to execute related documents. - Resolution 12,
amending the FY2025 budget to reflect actual expenditures. - Resolution 13,
accepting a $17,000 Certified Local Government grant from the Arkansas Historic Preservation Program and amending the 2026 General Fund budget accordingly. - Resolution 14,
approving the purchase of “Spartan Prosecutor” software for the City Prosecutor’s Office at a cost of $22,120. - Resolution 15,
declaring certain city property as surplus and authorizing its sale at public auction. - Ordinance 3,
authorizing an actuarial valuation of the local fire pension plan consolidated into LOPFI (Personnel/Health & Safety Committee)
The Planning Commission will bring multiple zoning-related ordinances, including:
- Amending the city’s zoning ordinance to revise the S-School Zoning District.
- Rezoning property at 707 Columbia Road from C2-General Commercial to R5-Multi-Family.
- Rezoning 30.26 acres along Sleepy Village Road from Light Industrial to R3-Single Family.
- Rezoning property along Longview Street from R2-Single Family Detached Housing to R5-Multi-Family.
- Rezoning approximately 62.99 acres on the north side of Sleepy Village Road from Light Industrial to R-3 Single-Family Residential.
- Hearing an appeal regarding a denied sign variance under the Benton Sign Regulations.
The Public Utility Commission will present two ordinances to waive competitive bidding:
- To purchase two replacement pumps for the water treatment plant.
- To authorize a UV system upgrade at the wastewater treatment plant.
The meeting will conclude with old business, public comments and adjournment.
Residents may attend the meeting to hear discussion and provide input during the public comment portion of the agenda.
