The Saline County Quorum Court will meet Monday, June 15, 2026, to consider adding two new School Resource Officer positions for local school districts and to review several county budget amendments. The meeting begins at 6:00 p.m. in Courtroom #3 at the Saline County Courthouse. See the full agenda below, along with minutes from May’s meeting.
JUNE MEETING:
BAUXITE MUSEUM
To start the meeting, County Judge Matt Brumley will issue a proclamation for the Bauxite Historical Museum.
AUDIT, FAIR, VETERANS
Representatives will present the 2024 Legislative Audit Report, the Saline County Fair Association report, and the Saline County Veterans Service Office report.
WATER BOARD
The Justices of the Peace will consider Exhibit A, a resolution to re-appoint William Reagan to the Saline County Waterworks and Sanitary Sewer Public Facilities Board for the Woodland Hills area. If approved, Reagan’s new term will expire on January 1, 2031.
BUDGET ITEMS
Next up is Exhibit B, an ordinance amending the 2026 county budget to transfer and appropriate funds across various departments. The largest requested appropriation is $38,000 for machinery and equipment within the Sheriff’s Department Bond Fund.
Other budget adjustments include a $3,510 appropriation for the Law Library Department funded by Benton District Court dues, and a $540 donation appropriation for the Veterans Service budget.
Small internal fund transfers are also scheduled for the County Judge, Maintenance, Juvenile Circuit Court, Fourth Division Circuit Court, Prosecuting Attorney, Coroner, Public Defender, and Airport budgets.
SCHOOL OFFICERS
Exhibit C is a proposed appropriation ordinance of $144,290.10 to fund an additional School Resource Officer (SRO) for both the Sheridan School District and the Bauxite School District.
Under the agreements, each school district will completely reimburse the Saline County Sheriff’s Office for the $72,145.05 cost associated with its respective SRO position, covering salary, social security, retirement, and health insurance matches. The positions will only exist as long as the districts provide reimbursement.

MAY MINUTES
The Saline County Quorum Court met on Tuesday, May 18, 2026 at 6:00 p.m. in Courtroom #3 at the Saline County Courthouse about Library Millage Decrease, Bilingual Interpretation Compensation, Election Worker Stipends, County Flag and more.
County Judge Matt Brumley called the meeting to order. Justice of the Peace Jim Whitley gave the invocation and Justice of the Peace Pat Bisbee led the Pledge of Allegiance. Roll call was taken with 12 members present.
Motion by Carlton Billingsley and seconded by Clint Chism to approve the Minutes from the April 20, 2026 Quorum Court Meeting. Motion passed unanimously by voice vote.
OLD BUSINESS:
Exhibit A, Ordinance amending the Salary Administration Policy Ordinance No. 2015-41 to establish procedure for approving bilingual interpretation compensation.
- Motion by Rick Bellinger and second by Josh Curtis to suspend the rules and read by title only.
- Motion passed unanimously by voice vote.
- Motion by Rick Bellinger and second by Carlton Billingsley to approve “Exhibit A.”
- Roll call vote; motion passed with 11 votes in favor.

Exhibit B, Ordinance to submit to the electors of Saline County the question of whether to adjust the millage currently collected for the maintenance and operation of the public library system:
- Motion by Josh Curtis and second by Rick Bellinger to suspend the rules and place on third reading for final adoption.
- Motion passed unanimously by voice vote. Motion to suspend the rules and read by title only by Rick Bellinger and second by Josh Curtis. Motion passed unanimously by voice vote.
- Citizens speaking against the ordinance – Gretchen Boettcher, Lisa Bergren, Richard Harris, Kelly Graves, Sam Taggart, George Ferguson, Debra Fuller, Andy Hillis, Lela Chism, Tanya Williams, Alex Songer, Tom Hanson, Grace Slocum, and Rachel Glenn.
- Citizens speaking for the ordinance – Tim Cain spoke in favor of the ordinance and letting voters decide.
- Justices Clint Chism, and Pat Bisbee stated that they have listened to their constituents and will not be supporting the ordinance.
- Justices CJ Engel and Rick Bellinger were in favor of the ordinance and letting voters decide.
- Roll call vote; motion to approve “Exhibit B” passed with 10 votes in favor.
- Pat Bisbee and Clint Chism were not in favor. Ordinance 2026-8.
NEW BUSINESS:
Exhibit C, Ordinance appropriating funds received from the State Board of Election Commissioners’ Office for supplemental stipend to election workers for the year 2026.
