FINANCE:

Ordinance reclassifying the positions of Road Superintendent and Assistant Road Superintendent:
– The positions of Road Superintendent and Assistant Road Superintendent are hereby declared to be salaried, exempt positions as defined and regulated by the Federal Fair Labor Standards Act (FLSA). EMERGENCY CLAUSE – Because of the immediate need to fill vacancies in the positions of Road Superintendent and Assistant Road Superintendent to provide management and oversight of the Saline County Road Department and continue the essential services of road maintenance and upkeep throughout Saline County, an emergency is hereby declared to exist, and this Ordinance being necessary for the preservation of the public peace, health, and safety, shall be in full force and effect from and after its passage and approval.
Exhibit D –
Resolution authorizing the grant application process for the 2024-2025 STOP Grant Program. “The continuation funding requested through the 2025-2026 STOP Grant Program will provide ongoing investigation of domestic violence cases.” (Stop Violence Against Women Act )
Exhibit E –
Resolution authorizing the grant application process for the 2024-2025 VOCA Grant Program. The continuation funding to be requested through the 2025-2026 VOCA Grant Program will provide ongoing assistance for victims of domestic violence. (Victims of Crime Act )
Exhibit F –
Ordinance authorizing the Sheriff’s Department to transfer an unused Department vehicle to the City of Marked Tree.
The Sheriff’s Department has a 2019 Dodge Durango V6 PPV, in excess of 120,000 miles and has been pulled from service and unused. The City of Marked Tree, Arkansas, has expressed interest in purchasing the vehicle from the Sheriff’s Department for the $4,500.

PUBLIC WORKS AND SAFETY COMMITTEE MEETING
Chairman Pat Bisbee called the meeting to order. Motion made by Justice Rick Bellinger, second Justice Justin Rue, to approve the minutes from the Public Works & Safety Committee Meeting held on March 3, 2025. Vote was unanimous, motion carried.
Discussion: Animal Control – Chairman Bisbee recognized Justice Stephanie Johnson and gave her the floor for a discussion regarding Animal Control in Saline County. Justice Johnson then introduced Whitney Ashcraft, the owner of Southern Hearts Rescue. After she concluded there was some discussion among the Committee members and questions to Mis. Ashcraft.
Justice Johnson then introduced Shauna McPherson, who also spoke to the issue of animal control and mentioned ideas that would be used to raise the funds for a shelter without putting the burden on the Saline County taxpayers. Chairman Bisbee then called on the audience that had signed up to speak to the issue. First was Keith Keck, followed by Gary Don Beck.
Chairman Bisbee then recognized the Office of Emergency Management Director, Jerry Cohen, and asked him to update the Committee on the weather events over the weekend. No questions from the Committee members.
Chairman Bisbee stated he would entertain a Motion to Adjourn. Motion made by Justice Engel, second by Justice Whitley. Vote was unanimous, meeting adjourned.
FINANCE COMMITTEE MEETING
Justice Josh Curtis called the Finance Committee Meeting to Order. Motion made by Justice Bisbee, second by Justice Rue, to approve the minutes from the Finance Committee Meeting held on February 3, 2025. Vote was unanimous, motion carried.
ADD-ON: None.
OTHER BUSINESS: Justice Chism asked when the next litter pick-up is scheduled Justice Bellinger said that it is scheduled for April 26″, the first meeting of the Keep Saline Clean Committee will be March 18* at 6:00 p.m. at the Recycle Saline meeting. We have eight of the thirteen positions filled, we still need volunteers from Districts 1,2,3 & 13. So if you know of anyone interested, let Justice Bellinger know. Justice Engel has agreed to be the co-chair of this committee. Tiffany Dunn, with Recycle Saline, is excited to be involved in this project.
