Read more below.
The proceedings will take place in the City Hall Court Room at 210 SW 3rd Street, beginning with the 5:30 p.m. General Fund budget workshop, followed immediately by the regular city council session at 6:30 p.m.
5:30 p.m. Budget Workshop
During the opening workshop, Finance Director Joy Black and Mayor Chris Treat will present the draft 2027 Annual Budget Book to council members. According to transmittal documentation, the proposed General Fund draft incorporates a 2% Cost-of-Living Adjustment (COLA) for municipal personnel along with an estimated 10% increase in employee health insurance premiums through the Arkansas Municipal League. To accommodate these costs, city administrators made approximately $260,000 in expenditure reductions across departmental budgets.
6:30 p.m. Regular City Council Meeting Agenda
The regular council agenda includes financial reports, utility milestone announcements, ordinances, and resolutions:
- Consent Administrative Order Release: City officials will present a milestone announcement regarding the release of Bryant’s Consent Administrative Order (CAO) from the Arkansas Department of Environmental Quality (ADEQ). The release marks the culmination of 10 years of utility rehabilitation and infrastructure projects initiated in 2016 to resolve wastewater compliance mandates.
- Property Tax Levies: The council will conduct third and final readings on Ordinance 2026-09 (personal property tax levy) and Ordinance 2026-10 (real property tax levy) for the City of Bryant.
- Fire Association Recognition: Resolution 2026-46 would formally recognize the Bryant Professional Firefighters Association and affirm the city’s commitment to collaborative labor relations.
- State Bond Proposal Support: Resolution 2026-47 resolves city support for Issue 4 (Act 578 of 2025), which relates to state general obligation bond issuance in Arkansas.
- Financial Acceptance: Council members will consider approval and acceptance of the monthly city financial report for the period ending Sept. 30, 2026.
Both sessions are open to the public and will be broadcast live via the city’s official YouTube channel.
