Benton committees to consider Shenandoah roundabout, police cams, Oct. 13

Saline County lawmakers will gather on Tuesday, Oct. 13, 2026, for a series of Benton City Council committee meetings covering police contracts, park improvements, rezoning ordinances, and property remediations.
Proceedings are scheduled to begin at 5:00 p.m. in the Council Chambers at Benton City Hall, located at 410 River Street. Read more below.
Finance Committee
The Finance Committee, chaired by Steve Brown, will evaluate several major municipal contracts and appointments.
Agenda items include a contract recommendation for a police body-worn camera system, a contract recommendation for the Congo Shenandoah Roundabout project, and the formal acceptance of an Attorney General grant.
Committee members will also review the appointment of a City of Benton Treasurer and examine August 2026 financials for Benton Utilities alongside September 2026 financials for the city.
Parks Committee
Chaired by Judd Hart, the Parks Committee will consider three Requests for Proposals (RFPs) for city recreational facilities:
- roof replacement for the Holland concession building,
- new playground equipment at Holland Park, and
- vending services at the River Center.
Additionally, committee members will review a Memorandum of Understanding (MOU) with Arkansas State University Three Rivers and an athletics agreement with Benton High School.
Commissions Committee
The Commissions Committee, chaired by Ann Spencer-Cole, will review land-use items and municipal building codes.
Business items include two rezoning requests forwarded from the Planning and Zoning Commission:
- rezoning properties at 1218–1222 W. South St. from R2/TC2 to C2 (Mid-Town / Bain), and
- rezoning 1312 W. South St. from TC2 to C2 (Atlas Stone).
The committee will also discuss a code amendment updating the city’s zoning matrix and consider adopting the 2026 Arkansas Electrical Code, slated to take effect Dec. 23, 2026.
Community Services Committee
Chaired by Evelyn Reed, the Community Services Committee will evaluate code compliance and property remediations for four residential locations:
- 6606 Garvin Dr.,
- 313 E. North St.,
- N. Shady Ln., and
- 122 West Dr.
Committee discussions will also focus on updates to the city’s zoning matrix, requirements for approving affordable housing initiatives, and a review of the Development Review Committee’s September monthly report.
Personnel, Health & Safety Committee
The Personnel, Health, and Safety Committee, chaired by Frank Baptist, will consider a proposed addendum to the City of Benton Employee Handbook.
