U.S. District Judge D. P. Marshall, Jr. handed down the 24-month prison sentence in federal court on Oct. 1, 2026, alongside one year of supervised release, according to U.S. Attorney Jonathan D. Ross for the Eastern District of Arkansas. Federal sentences do not offer parole.
Hoover, a certified public accountant, was originally hired in 2019 as the administrator of Arkansas Pediatric Clinic before being promoted to CFO in 2020. In her executive role, she held complete access to all of the clinic’s bank accounts.
According to federal court filings, Hoover conducted approximately 136 unauthorized wire transfers totaling $271,041.42 from clinic accounts to pay her personal American Express credit card between November 2020 and April 2024. Between June 2021 and June 2024, she made another 166 wire transfers totaling $372,329 directly into her personal bank account. She also paid herself an extra unauthorized $5,000 bonus.
Hoover was charged by criminal information on May 13, 2026, waiving indictment and pleading guilty to one count of wire fraud on the same day.
