COMMITTEE MEETING DECEMBER 9, 2025
Council member Hamm called December 9th, 2025, Streets and Drainage meeting to order. All the attendees starting on the far right-Frank Baptist, Steve Brown, Ann Spencer Cole, Evelyn Reed, Bill Donnor, Tom Farmer, John Richey, Jeff Morrow, Judd Hart, Trevor Villines, and Jeff Hamm. Jeff Hamm- thank you, I will now read this statement and FOIA compliance.

After reading, all Council Members answered with “yes.” Next, he called for a motion to accept the minutes from the October 14, 2025 meeting. Motion from Council member Ann Spencer Cole, and second from Council member Judd Hart. Council member Hamm called for a vote, motion carried.
He then moved on to Item 5- Accepting the maintenance of the Streets/Drainage at the Preserves Phase 3. He asked John Richey to explain. John stated that the streets/drainage had passed inspections and that they were asking for the city’s acceptance for maintenance. John then asked for any questions. Council member Judd Hart asked if there would be more phases coming? John stated he thinks there may be more.
Council member Hamm then asked for any other questions. With no further questions, he called for a motion to accept the maintenance for streets/drainage of the Preserves Phase 3. Council member Hart made the motion, with the second by Council member Villines. A vote was called for, motion carried. Alderman Hamm moved on to item 5. “In your packet you have the streets/drainage updates from the September meeting. Are there any questions regarding the updates?” Grant-funded engineering project for Congo Road with a flexible lane design that will vary from three to two, and possibly four lanes in certain sections. A discussion on the speed hump study included a request to add “Palamino” street to the list. The meeting concluded with public praise for John Richey‘s work and a call for any other business before Council member Hamm adjourned.
