#1: STANDARD GOP party "mechanics." DICTATED "choice," meant both as a bellwether, as to candidate vote-getting power, or, Low war chest.
#2: POSSIBLY, a quid pro quo deal that basically forfeits one contest, to gain victory by acquiescence of the opposition party's candidate, or an indication of poor voter support FOR the opposition.
Granted, on the outside looking in, but from YEARS of observance, these are the possibilities I have detected as elements of GOP operating doctrine.
