Can the EEOC help?

I've seen many discussions on this site regarding the City of Bryant having a hostile work environment.  Some say yes, some say no.  I tend to belive yes.  For those who feel they are working in hostile conditions, can the EEOC help?  Currently no HR director to go to so no resource there.  Would they contact a Council member, the Mayor, the EEOC?  Who is there for the current employees who need some issues addressed?

Saline County Circuit Dennis Milligan (left) has installed a special monitor to assist people who are visually handicapped in accessing public records.
